For starters a push up is only bodyweight, and secondly, you don't see monkeys lifting a lot of weights, but you'll find that they are proportionally far stronger than people simply because they do a huge amount of "bodyweight only" exercise.
You might not develop huge bulging muscles like the Rock by only doing bodyweight resistance works like squats and push ups, but you can end up as strong.

Look at male gymnasts.
Your average person would gain as much form bodyweight resistance work than they would form weights. Probably more in fact as you are less likely to injure yourself and most bodyweight work covers multiple groups of muscles and so you end up with a better overall physique rather than just targeting selected muscle groups and neglecting the opposite ones.
