Eveyone taking a boat out or going swimming in the sea should pay a deposit/take out insurance
so that when their own actions cause them to need rescuing, no-one else has to pay for it.

cf those witless spastics who climb Snowdon in shorts and t shirt and sandals and then need 50k worth of rescuing. I'd let them die as a warning to others.
