If the laptop was plugged directly into the phone-jack (or whatever broadband-hole he's using) or if the router is powered by the broadband-hole or the laptop, the Internet will still work. Not everyone uses wireless.

Maybe you could use your cats as part of a cat-based network. Upload everything you want to post onto a USB memory-sticks and get your cats to transport them to the nearest computer with a working Internet connection. They will bring back USB sticks containing the response of the Internet Oracle.
