and has a prison system that is seen as soft... i.e. only being able to give Anders LOL MASTER Brevik 25 years

not really unfortunately
i'd split sentences into halves, first half, awful punishment second half proper rehabilitation and slow reintroduction into civilian life with proper housing and job finding support
