I quite liked that Crisis Command show that was on telly quite a few years ago.
The one where someone kept on making bad desisions until the entire tube flooded and the whole of london got nuked.

there was something about having to close some tunnels in tube. The updates were something like "engineers say closing the tunnel gates will save 1.2 million people, do you want to close the gates?"

erm...

"The tube is flooded. 1.2 million people just died."
