ethical tech advice sought
if a fellow recently acquired one of those lappytop things and found an unsecured network in his locale , are there any politics about using it ?

Technically yes, but if people are stupid enough to not secure their wifi...
That said, using all their bandwidth allowance would be harsh and uncalled for and they'll be more likely to secure their connection.
