I really can't believe their incompetence
To cause the problem initially is poor; to knowingly continue to do, without taking steps to contain the dust is quite outrageous.

I should ask them to immediately send you a copy of the risk assessment that they should have carried out before commencing works.

Yep, we've asked for a schedule of works. RA/EIA is a good idea too.
They really don't give a shit, the wankers. The fact that they are lying suggests they know they've fucked up. I really didn't want to escalate this. We just want expenses for laundry covered and a habitable house.

What building company is it?

Escalate it to fuck
You are already put out, so some persistent hounding will only result in a better outcome for you. Go to town on the feckless cunts, tell them you're under enormous stress with the baby and the wedding and anything else you care to mention.

Ramp it up into a frenzy of blame and compensation claims.

this exactly,
All works that result in hazardous waste, such as building/science, have to submit a Risk Assessment form that states what the risks are and how they're going to manage them. Usually they have to submit them to the council too if the work is going to be major (such as what is happening where you live).
Try asking the council for them if the guilty party refuses to show you the sheet, and if they haven't actually submitted one, they'll be in more trouble still.
At least, they would be if it was in aus. But you could try it anyway!

Refitting a shop does not fall within this category
and that's not actually the case in this country anyway.
