possibly meant legaly buying opium poppy seeds
along the lines of weed seeds not against the law to sell them or own them but it is to plant them.
call me cynical but this is the best way for a goverment to rape taxes from you whilst still making it wrong

No, check it out,
You can legally buy seeds, plants, grow them, sell them, cultivate them etc. the same plants growing in Afghanistan.

As a side note, they were growing in a garden at last years Chelsea flower show, that is why I googled and found out.
