The story has it that it was an 'easy access' style for bum-sex in jail.
The jail bit made it to the outside world as street-cool, the other detail did not.

is that they take your belt off you in jail to prevent suicide. So someone who has low slung trousers is a naughty boy / just been in jail.

There's a very grim scene that shows you exactly how to kill yourself with one belt and a door handle.
