
I need to edit a short film and then make it into a professional looking DVD.
In the past I have only ever done this on a Mac, using Final Cut Pro and DVD Studio Pro.
This time round I intend to use a PC and Adobe Premiere.
Is there an equivalent program for PC that will do what DVD studio Pro does? (allow you to build chapters, menus etc and burn a finished film to DVD)

The two programmes (FCP and Premiere) are exactly the same. Apart from the shitty way Premiere handles titles.

Most PCs come with some rudimentary DVD creator software these days

Have a look at Power2Go.
It came free with my computer, so I'm not sure how much it costs or anything.

is very good for anything basic-to-medium. To be honest your phrases such as "Does anyone know a DVD making program that isn't the kind of thing that comes free with your computer when you buy it from Comet?" aren't terribly helpful as you're not telling people what features you required that the basic ones don't have.
What exactly do you need to be able to do with this thing?
