Often they came out malformed so couldnt be wrapped by the machines. Cant sell an unwrapped chew. And if you tampered with the extraction nozzle you could make quite a few come out malformed before you 'noticed' and quickly rectified the problem.

the sherbet fizz I remember came in a little paper bag

And yes, they did. Pretty much all sweets were wrapped in paper or foil. I miss the more tactile packaging of yore.
