Sane people say Me! when asked if they are sane.

Ok. I'll believe you.
mind you, if I asked "are you sane" and you replied "me", that might not make sense

I have a remote control device
that increases and decreases the sanity of passing sparrows.

Not true.
At first glance the chameleon seems out of place, but he's actually vital to the narrative structure. His name's Jimbo. Jimbo Paradise.

a little more characterisation wouldn't have gone amiss
i mean whats his motivation. How does he relate to his costars?

On the contrary, it's a very subtle performance from Jimbo.
He's a chameleon, right, but he doesn't blend in with his background. He's a fish out of water, forever playing second fiddle to Zippy and his Atomic Pencil.
