that's what they're counting on

Reply, say OK then, my lawyers will be in touch, unless you pay me £XXX.99 for the picture, and the same for any future uses of your work.
Call the bluff, they may up the cost they're willing to dish out rather than pay a lawyer exccessively large amounts of cash for the sake of what to them is a few quid.
