that is inspired from The Mary Whitehouse Experience, who did a resevoir dogs sketch with a charachter who didn't like getting the name 'Mr. Wobblytickle' and then the camera cut to him and he was a Mr.Men type wobbly tickle thing (this predated Mr Blobby and it was a similar kind of looking thing, though not spotty).
