if it's double the allowed size, reduce the actual image dimensions.

not sure Ive seen the best way to optimise animated except these were suggested..
no gradients
horizontals better than verticals
use similiar colours - frame to frame
reduce pixel dimensions
eliminate unnecessary frames
no dithering
avoid gradients and textures.

you can have a gradient if its not moving.
basically if its too big I just do it half size and double it up in the html
