is it meant to slow when it flutters closest to the screen or is my computer spacking out in the same place?

It pulled a right weird one earlier.. I was watching a youtube vid on links.. and the video would only play, disjointedly mind, while the mouse was moving. I stopped moving the mouse the video stopped but the audio continued fine. Twas bizarre.
