They'll almost certainly monetise it.
The viewership will be way, way beyond what the White House would have the capacity to self-host, so they'll almost certainly have to rely on a third-party CDN. And that CDN provider will likely need an awful lot of financial incentive to host a public execution.
Even if the stream is limited to the US, you're still talking about 135 Million households potentially signing up for the festivities.
