The Policeman near the end says he was arrested as he
was in possession of articles that were likely to cause criminal damage. When you see him bouncing about at the begining of the video there is something in his pocket - not sure what though probably some spray paint.

Was thinking something similar.
The coppers seem a bit heavy handed but it looks plain the guy was singled out for some reason which is unclear, it's hardly Kristallnacht.
Pre-emtive arrests are always subject to the same critisism, but when they don't happen the same people cry "why was nothing done to stop this?". Coppers can't win.
