There were 51.5 million people living in England in 2008. If we assume the population is about 52 million now, and exclude people not born in England (12.1%), and then exclude anyone under 10 years old (because they're too young to really understand; 12.3%), you're left with about 40 million people. Or 40 million Brits, to put it another way.
Of course, we still need to exclude people who don't give a fuck about the stupid fucking game, are quite glad that a world of grunting, chanting wankers are going to tax the riot police of some other country, and don't hold the ludicrous belief that just because England entered a competition, they have some divine right to win it.

Great Britain consists of England, Scotland and Wales.
Northern Ireland is UK, but not GB.
So, Brits are not english, they're British. But they can be English too, but likewise they could also be Welsh or Scots.

Whether I don't understand how replies work, or just can't be arsed to use the system properly remains to be seen. What I don't understand though, is how != equals a negative association rather than a positive. I do have plenty to learn.

In programming languages, '!=' means 'does not equal', whereas '=' or '==' means 'equals'. To be fair, assuming someone's an idiot for misunderstanding fairly esoteric terms which have no direct relevance to the matter in hand is a bit of a dick-move.
