It may be just me, but I would say that you pronounce both of those words wrongly then.
I'd say new-cle-ar and reg-you-lar.

I don't know about 'reg-uh-ler', that might be a regional thing for all I know.
But 'nuclear' is in no way 'nuke-you-ler' and whoever told you this is a flaming moron.

It is nu-cle-ar
It refers to reactions which occur between one atomic nucleus and another atomic nucleus. A Nu-Cle-Us, is not pronounced Nu-Clus, and consequently reactions pertaining to these are not Nu-Clear reactions, they are Nu-Cle-Er reactions.
