What, exactly, is the law of averages meant to be?
I have a mate who will try to invoke it to win an argument, but when I ask him to explain it, he never does it satisfactorily. From what I can ascertain it seems to be the same thing as the gamblers fallacy.

it's a layman's phrase that means that if something has a chance of occuring, given enough repetitions of the same event, it will occur
it is often used in the derogatory sense "David cameron is bound to be right sometimes, law of averages, mate"
in such, it is not a fallacy but a summary of a widely understood phenomenon in statistical probablities

Given enough repetitions of the same random, non-deterministic event which cannot logically be assigned to a systematic cause.
