Great idea!
Except the rail network is at capacity, and the canal network is also at capacity with pleasure craft. I prefer 'build more of everything!'

Building things is so awfully 1970s.
It's much better to inflate the cost of car ownership and maintenance so that most of the plebs can't legally run them any more.
