Nah, if I really had any powerI'd make one person culpable for absolutely everything, and tell them they can't hide behind other branches, or 'it's not my area', or the other party... let them explain why each decision is made, good or bad, and stand by their convictions.
...naturally I'd hate to be that poor sod. I just like the idea of having someone in charge who'd actually be responsible for their charge.
