Mainly because I can't figure out a good way to actually run things properly. I'm thinking a jury-based system with certain exclusions (not sure what these would be, I'm not qualified) might be a start.
This by the way is based on my belief that those who seek power are totally unfit to wield it.

I like the Swiss system though, with regular referenda and the proportional representation. Unfortunately it does bring up the occasional anomaly, such as the recent ban on minarets which was a bit unfortunate.
And if anyone says PR doesn't work, I can point you to several examples where it has clearly worked for many, many years. Apart from Italy and Belgium.

As you've edited, I'll permit myself one. I was previously weightedcompanioncube. Darth Foxtrot suggested a name change. I liked his suggestion and I went with it. And I am a massive Pratchett fan. Although I don't think the idea of the Patrician would work here, unfortunately.
