Make it all legal, but make people as aware as possible in advance of the risks involved (based on actual scientific research, rather than scare stories) and let people make their own decisions. I'd also tax things in proportion to the amount of added burden they are expected to place on the NHS and earmark that tax for such treatment.
So, yeah, treat people like adults really.

Then remove their right to vote and classify them as not adults, but if you have a system that deems everyone over 18 and not actually mentally disabled as a rational, voting, adult (and whether you should is a whole other argument) then you should treat them as such. These twats decide (in theory, another debate here) bigger thing than what they can drink/smoke/inject/shove up their noses.

Personally I'd make everyone pass a citizenship/intelligence test before they can vote of breed, but if we are talking within the current legal framework, it's age based.
I'm not going to get in to the wider political debate because it's almost endless, I'm just saying that a rational adult (however you define that) should be given all the relevant info and be allowed to make their own decisions. If you can vote on who runs the country, you should be allowed any substances you like, as long as sufficient measures are taken to avoid harm to others.
