Adjust the pins very gently and listen/feel for tremelo between the notes. After a couple of weeks you'll wonder why you had such problems with it.
Either that or the neck's bent. Check by looking straight down the edge from the head to the body with one eye. You'll definitely be able to see if it's bent.

else you'll never know if a string is slightly out when you haven't got one. You don't need one anyway - your guitar plays all the notes you need to tune to. Learn to tune by ear first, please, and see a good tuner as something you'll treat yourself to when you can do it perfectly by ear.
