Traffic wardens
If you come upon one ticketing your car, simply drive off. They cannot stop you leaving and they cannot force you to wait for the ticket to be printed and processed on the grounds that "It's in the system now". Both these things are entirely illegal, and the wardens know this. Cunts.

You're right you don't have to wait for it
but you'll still be liable to pay the fine if they have a photo of your car parked illegally which they normally take before they write the ticket. But since you won't have a copy you probably won't pay the fine in time and will incur additional costs.

But as Mrs Entity said, you could avoid all this by just parking in the right place/paying for your parking etc.

Rules vary, but the drive away thing was changed a long time ago.

There are different laws. A council parking inspector works under different legislation to a traffic warden or copper. If you drive away before a council warden puts the ticket on your car, you'll probably get away with it. If it's a copper or a traffic warden, you'll get it in the post shortly afterwards.

IIRC...
Council employed enforcement officers have to prove service by taking a photo of the PCN attached to the windscreen. If they haven't got that, they're stuffed. With a Police officer, the rules are, as you say, quite different. Indeed, if it ends up in court, then it's the word of the police officer against you. Guess who'll (typically) lose that one?
