but doctor who is supposed to have crap scenery, and crap effects. Thats part of its charm. A high budget Dr. Who just wouldn't work.

was kind of mid-budget wasn't it? Fairly pricey for TV, but then alot of that money was American wasn't it?

I wouldn't worry about the new one, the BBC doesn't spend alot of money on anything bu wildlife programs and "glamourous" ancient history documentaries.
