i think there isnt enough appreciation for people's physical talents (i.e. drawing) on here, you only ever seem to get praised if you watermelon around with photoshop.

firstly i very much doubt a repost would win the compo, so if that's the reason teh person is reposting the pic, dont see the point.
Secondly, the idea of the compos is to help inspire people to make new stuff.
