that's not the cause.
the cause probably involved lack of investment in the education system, and a fair amount of inbreeding... it was in suffolk, after all.

it contains sheffield, amongst others east yorkshire doesn't exist any more, that's now humberside wakefield is west yorkshire though, and not south as the bbc are claiming
