Apparently you can only put royalty's image on a pub sign when they're dead.

But what has always puzzled me is why they weren't nearly as many scottish notes on the border on the west of the country.

I think it might be to do with the angle of the scottish border. Directly to our west, you see, is Scotland. Even though we're in England.
