Isn't it under filters -> animation -> optimise gif
or something - and under some other tool you can choose the colour count... I have no gimp at the moment as my x11 is b0rked
once you have optimised it for a gif you can then edit the times in miliseconds to make it a bit slower.

did that once
and was still over 500kb
the frame rates not too bad on my machine.... maybe due to it being a rather slow piece of shit

alchemyerase every other row
do this to each layer
make it fill with black

but actually scale down the picture, that way it will look like it is the same size but the browser made it bigger. an extra step to what theprod69er just said.
