i am making them with inkscape in linux, and then having to open it with the image viewer and resave it.. gifs come out to jagged

I've put in each layer name (replace) but this obliterates the background image. How do I make each frame pop up only once so I get a nice smooth 10 frame transition with each layer hovering over a background.
