The shape of the country is distorted with the Twirl filter.
It's overlaid on a photo of water draining away, with the blend mode set to Multiply and the opacity reduced.
The same water source pic is used for both panels. In the second frame where the source image is reversed, the plug is repositioned to make it appear as if only the rotation of the water has changed.
