MR CLAYPOLE off of Rentaghost - does he count as a superhero?
I say he does. He's got powers and shit, and he's, like, a ghost and that? He has a special outfit as well.

He may be a hero to you.
He may have powers that you consider 'super', but I do not believe him to be a superhero.
As far as I understand his powers are pretty standard issue for most ghosts.
Also having a special outfit does not confer superhero status upon you, or win you better access rights to your child.
