Because it's wrong for one thing. You don't need four wheel drive for bad weather.
Being unable to handle a vehicle in bad weather is a symptom of shitty driving skills, not an inadequate drive train.

For another it's too often used as an excuse by people that value them as status symbols, or by people that are so shot scared of traffic that they feel the need to be higher to feel "safe" when, in fact, it's not at all.
