Animation shop pro
came with PSP from versions 5 to 9. It was discontinued some time ago at version 3.5 ( I think ). Sadly ( because it's quick and handy ) it does not come with Corel's PSP ( version 10 ).
If you want to get into animation proper you should have Adobe photoshop that comes with a version of Imageready and/or Ulead Gif Animator 5 which is the bollocks. All this costs cash of course unless you know the upload codez in which case it is all free.
If you would like some free software without the upload codez then you have to settle for less.

I tend to use Microsoft GIF animator or Imageready.
Microsoft GIF animator (if you don't have photoshop) is a free download from microsoft and the help is quite reasonable
..but even then its only individual GIF files strung together.

resize it, reduce colours and if that fails
put the horizontal lines across

and if that fails, and if appropriate,
cut out every alternate frame :)
