Paint.net is free as is GIMP
and there are loads of online site where you can resize images for free

if you use the b3ta hoster (rather than b3tards)
you can force a click for big option. Just to make the physical size a bit smaller get into the image tags and add a width parameter.

btw, the resize will also fix the file size, the edit button is your friend, people will be cockish if you don't follow their rules, and I'd so do that pig.
