This is quite a common thing for local councils to do.
My conservation group was asked to remove the lower branches from all the trees on a local picnic site in direct view from a busy A road (near MK). The local shirt lifters were then in full view of the speeding commuters. It didn't put them off their stroke, and there were more complaints when we had finished our work.
