Depends, if she went to the swimming pool specifically to feed her child then that would be a bit weird
But if she was at the swimming pool with her child and then the child wanted a feed, it makes sense for her to feed it.

EDIT: to clarify. I have no problem with women breastfeeding in public and I know from my what my ex went through that it is often difficult to find somewhere to feed the child. However a swimming pool doesn't sound like a good place.
