ulead gif anim 2
encoderx.eu/imageeditors/
you'll have to do all the manipulation using other software and export frames as gifs, to be converted into anim.
ulead gif anim 5 lets you import psd's that can be fiddled with to make anims, it's what i use, but that costs.
you can download a trial though.

I tried out my new graphics tablet for the first time and made a birthday card for my girlfriend:

but it's just traced and airbrushed and smudged, really. Got to try a scanner later this week and see if I can get my sketches all computerified.
