no, you cannot create a vector style raster
if you zoom in on a vector it will always be spline based and smooth, a raster image just becomes large pixels when you zoom right in.
What you're suggesting is that all vector images look the same and follow a similar basic block coloured style, which they really do not. For example this is a vector image www.xara.com/gallery/business/aram_3/aram_3.jpg
