TJ: does anyone know of any programs out there which will convert audio files to sound a bit like a Dalek?

Strange request I know, but all help appreciated. Bear in mind I'm also a complete techno-numpty, so it will need to be uber-simple.
I've had a very silly idea rattling around my head for a couple of days, and need to 'try' at least to do something with it, as long as windows movie maker will let me

My idea is more ambitious than I usually strive for and requires stitching scenes together somehow and putting over a new 'soundtrack'.

Being new to this, it could take some time.
