It does. There's a car park just down by the gay district, and the top of the stairs smells SERIOUSLY like a tramp is turning slowly into soup.

there was one in edinburgh for years and it eventually got closed down because ncp didn't realise that not fixing the roof wasn't really an effective cost-cutting measure. and yes, when it wasn't raining it did stink of piss

would be to make the stairwells well lit, half to full glazed areas, and linked to the 'in-house' cctv system.
people would then not piss, and the stench would not be there. It's all in the design
