This new Photoshop beta I'm running can undo, even after your picture is saved.
It can also unblur, uncrop and 'enhance'. Just like they do in the movies.

save as a .mov
in ps open mov with frames as layers

You'd probably have to convert the gif to MOV or whatever, and even then it might turn out a bit dodgy.
Not sure it's worth it.

File> Import> Video Frames to Layers...
navigate to the folder where your gif is start to type the name of the gif and it will pop up in the drop-down menu - select it.
