This is a normal post Easy. Anything north of Northampton is 'The North'. Anything south of Southampton is 'The South'. Anything between is 'The Midlands'.

Presumably you just pick the most northerly and southerly latitudes of the mainland of England and apportion into thirds.

Or is there some convoluted method involving equally proportional areas of the mainland less rivers, lakes and any areas under foreign ownership?

This is a normal post Draw a rectangle centered on the vertical middle of the country, touching the border with Scotland at the top and the Southern coast at the bottom.
Divide this into thirds and use the boundary between the middle third and its neighbours as where north and south start/end, job done.
