They're originally for using up leftover pastry from making pies.
You turn it into flaky pastry with extra lard and then stuff it with currants and sugar and more lard.

(In between Eccles and Chorley). Both make different cakes, Eccles is about 2" diameter and stacked with fat and currants, Chorley is larger with less fat, not as tasty IMO.
