There is absolutely no excuse for it. It's not driving the plot. people already understand the sexual orientation of the main character. Hammering it into people at every opportunity serves no purpose.
The whole programme is nothing but a huge self-indulgent wanking-fodder project for the fat old poofs making it. ( I have nothing against poofs, fat, old, or otherwise of course but if any of us want porn we know where to find it and mainstream BBC drama is not our first port of call. )

that the network who're funding it haven't run torchwood before, so the whole "pansexual" aspect of Jack's character hasn't been fully explained in syllables short enough for the viewers to understand. Hence the persistent "Jack wants to fuck another man despite the fact he also fancies women and aliens and has a kid and grandkid as children of earth demonstrated"
two series of torchwood was stretching it, Lauren Ambrose and Eve Myles could spend the next episode in an hour long romp and it wouldn't save the series
