The original article is by Peter Thompson, "Margaret Thatcher: a new illusion."
Perception 9:483–484 (1980).
Search google for "thatcher illusion" and you can see various demonstrations...

EDIT: and I looked at the Maggie Thatcher thing, and it still makes little sense. Though it is certainly disturbing (It is Margaret Thatcher after all) It's pretty clearly just one normal face, and one with obviously superimposed upside down eyes and mouth. Turning it upside down doesn't make that any harder to spot. What optical illusion? I'm confused...

For most of the population, the brain finds it difficult to distinguish that the mouth/eyes are the wrong way up if the picture is the wrong way up.
I looked at one of those Maggie thatcher ones (the one at www.michaelbach.de/ot/fcs_thompson-thatcher/ ) and it kinda worked, but isn't really seamless enough.
