If you're like me you'll be asking WTFAYBOARWH?Here's what my research uncovered, hopefully it makes everything as clear for you as it did for me:
Janemba (ジャネンバ Janenba) is the main antagonist in Dragon Ball Z: Fusion Reborn.
Birthed by the overloaded Soul Cleansing Machine in Other World, he is a powerful demon wielding reality-distorting powers and the living definition of evil.
Janemba's name is likely a pun on "Je n'aime pas," which means "I don't like" in French. Spelled 邪念波, Janemba means "Evil Thought Wave".
Janemba's original coloration(sic) was meant to be purple and white with red eyes.
Interestingly(sic), Janemba's appearance when transformed by Time Breaker magic in Xenoverse 2 appears similar to this original design.
Janemba may be somewhat based off a Rakshasa, as his sword is sometimes referred to as Rakshasa's Claw (羅刹爪 Rasetsusō).
Janemba was originally going to have a mini Goku and mini Vegeta perform fusion into Skinny Veku.
I think we can all relate to that last part.

This should also:
1) Reduce the risk of invading places they notice are non-American
2) Massively increase their test results for international geography
3) Make navigation a little tricky, unless you want to go to America
Doesn't require any permissions outside of maps and you can turn it off, once the novelty has worn off.

You could have used an image manipulation program to get that point across. Because without that detail this looks a lot like the art for the DVD box of series 4 of the TV show (and also the thumbnail of same for Amazon Videos circa 2008).
